ClockTrainer is a free clock training app supporting many languages.
It's mostly aimed at kids learning the clock but can also be useful for language students.
ClockTrainer has several levels with increasing difficulty and also helps you out after a few wrong answers.
The hands of the clock are moved with an intuitive touch and drag interface, and are always synchronized to show an actual time.

Best suited for tablets, but smaller screens will work also.
