In this day and age, technology is just at the tips of our fingers. Applications in tablets and in phones make it easy for app users to acquire information within a short amount of time. For example, for a FDH user who did not get paid recently and was wondering what her rights are or what actions she can take - she can find out on the spot! By offering
help in the form of a phone application, it would not only be convenient for our main target
audience, it would also mean that FDH will be able to seek help privately on their own phones without causing more trouble for themselves.
Our target users are foreign domestic helpers who are usually placed in vulnerable positions due to the nature of HK law and their employment contracts. The FDH make up of 5% of HK’s total population, meaning there are 370,000 individuals who could possibly benefit from this device. 54% come from Philippines while 43% are from Indonesia. While our main target users are FDHs, since our software also offers platforms to where people who want to help will be linked to FDHs, our target users also include the HK public who would like to help those in need. These individuals can range from those with expertise in specifically law, language, life-management to those who are able to give emotional guidance or advice.
In order to bridge the gap of legal help with legal awareness. The C.A.R.E. App aims to help in 2 ways. Firstly, the application will serve as a ‘choose-your-problem’ interface where the user can pick into specific categories of law they think they need help in. Secondly, the application
will also provide one-on-one platforms where those who want to help (ie. lawyers) can reply to messages left by the FDH user. This proposal will be focusing on demonstrating how this application can work for FDH who are facing legal issues in employment (lack of/wrongful payment specifically) and physical assault from employers.
Other than legal education, making up of 98.5% of the FDH population are foreign women workers who become sole breadmakers of their families. In many occasions, they may feel helpless and in distress. In many cases, some may suffer from chronic depression among other emotional illnesses. For this issue, the proposal will focus specifically on the help for depression that can be offered to FDH. The C.A.R.E. App will also offer one-on-one platforms for this issue.
In order to make the application accessible and FDHs to feel more comfortable in HK culture, the software will also offer language help in the form of a forum where FDH users will be able to request help to translate documents from Language (A) to Language (B). This will function as an open-wide forum where people wanting to help can sign in to see what they can offer.
In order for the application to function smoothly and provide a platform where those in need trust the application to provide the help they need, they need to have our guarantee that their information is safely stored. To do so, the application will have to utilize a privacy policy that let users know what information we are collecting. After hand, the user can either consent to enter the application or not. Due to the sensitive nature of services The C.A.R.E. App aims to provide, the technology aims to work under an algorithm that assigns each user to a specific ID number rather than requiring for them to use their real names. In order to access the application, the user would simply have to verify using a code-to-phone verification system. In essence, the application will simply be collecting data from
anonymous users linked to their phone. The application will not ask for personally
identifiable information such as HKID number.
