On October 15 1962, the CIA's National Photographic Interpretation Center (NPIC) reviewed U-2 photographs and identified objects that they interpreted as Soviet medium range nuclear ballistic missiles on the island of Cuba. The next morning, President Kennedy was briefed on the CIA's analysis of the images.
Having no plan in place to deal with this unexpected and incredibly provocative development, President Kennedy convened a meeting of the nine members of the National Security Council and five other key advisers, which would later become known as the Executive Committee of the National Security Council (EXCOMM).
The EXCOMM discussed several possible courses of action while The Joint Chiefs of Staff unanimously agreed that a massive air strike designed to destroy the Nuclear MRBMS (OPLAN-312) followed by a full-scale invasion (OPLAN-316) was the only solution.
